    1. The interpretation and enforcement of this Agreement shall be governed by the laws of the state in which the Franchisor's then-current headquarters is located (currently, Florida), except that if any provision of this Agreement would not be enforceable under the laws of the state in which Franchisor's current headquarters is located and the [Hertz / Dollar / Thrifty] Business is located outside of that state, then that provision shall be interpreted and construed under the laws of the state in which the [Hertz / Dollar / Thrifty] Business is located.
