The Hotel shall not be opened for business under the Brand System unless and until:
(a) IHG has approved and accepted, in advance, in writing:
(iii) the staffing and training of such staff necessary to operate the Hotel in accordance with IHG's requirements;

According to Crowne Plaza's 2025 Franchise Disclosure Document, before a hotel can open under the Brand System, several conditions related to staffing and training must be met. Specifically, Crowne Plaza must approve in writing the staffing and training of personnel necessary to operate the hotel in accordance with IHG's requirements.
In addition to staffing and training, Crowne Plaza requires advanced written approval and acceptance of the hotel's construction, adherence to Final Plans, Standards, Life Safety systems, FF&E Specs, and IHG's requirements. This may include an architect's certification confirming completion in accordance with the Final Plans and a copy of the certificate of occupancy. The installation of all equipment, furniture, signs, computer terminals, related supplies, and other items needed for opening as a Brand System Hotel must also be approved and in working order.
Furthermore, the franchisee must ensure that no accounts are past due to IHG or any of its affiliates and must be in full compliance with all terms of the License. Submission of all required insurance certificates and policies, obtaining all necessary governmental approvals, licenses, and permits (including a permanent certificate of occupancy), and submitting a post-construction disability compliance certification are also mandatory before opening a Crowne Plaza hotel.
