You must at all times possess a bona fide real estate broker's license in good standing under the laws of the state where the Business is located. If you are a partnership, corporation or other entity, you must be legally authorized to do business in the state where your Business is located. At all times during the term of the franchise you must keep in force all necessary licenses and permits required by public authorities. The Wisconsin Department of Regulation and Licensing, the Wisconsin Realtors Association, the National Association of Realtors, local Boards of Realtors, and the Federal Trade Commission have adopted various regulations which govern the activities and business practices of real estate agents. You must comply with all of these regulations and should investigate them before deciding whether to purchase a Counselor franchise.

Mrs. Miller has served as the CEO of Counselor, Counselor Holdings, and Counselor Realty since April 2023 and as Chief Financial Officer since March 2023. Mrs. Miller has served as the Treasurer and as a Director since April 2022. She also served as Treasurer from April 2015 to April 2017, and as Vice President from April 2013 to April 2015. She has served as co-manager of the Coon Rapids office location since 2004.

According to the 2025 Counselor Realty FDD, franchisees must adhere to several regulations and guidelines. Franchisees are obligated to maintain all necessary licenses and permits required by public authorities throughout the franchise term.
The FDD specifies that franchisees must comply with regulations set forth by the Wisconsin Department of Regulation and Licensing, the Wisconsin Realtors Association, the National Association of Realtors, local Boards of Realtors, and the Federal Trade Commission. Counselor Realty also requires franchisees to offer and provide all products and services and continuously operate the business in accordance with the Franchise Policy Guidelines and all applicable laws and regulations.

They must also adhere to Counselor Realty's brand standards and image in all advertising programs, materials, and media. The franchisor retains the right to review and approve advertising materials and websites, requiring franchisees to alter or remove any materials that do not meet their standards. Franchisees must also comply with any changes Counselor Realty makes to the Franchise Policy Guidelines, System, and standards, even if these changes require additional investment or expenditures.
