What This Means (2025 FDD)

Based on the 2025 City Wide Franchise Disclosure Document, it is not explicitly stated whether franchisees can sell services to government entities. However, Item 16 outlines the services a franchisee may sell, which include commercial janitorial services, commercial janitorial supplies, carpet cleaning, window washing, construction clean-up, blind cleaning, hard surface floor care, pest control, upholstery cleaning, concrete coatings, and other commercial services. These services are to be provided to a "variety of commercial customers." The FDD does not specify whether "commercial customers" include government entities.

Item 16 also states that City Wide may change or add additional authorized services or items, indicating that the scope of services is subject to change. The franchisee is restricted to selling only within their Designated Territory, with exceptions made for soliciting sales outside of it. This territorial restriction would apply regardless of the type of customer, including government entities, unless otherwise specified.

To clarify whether City Wide franchisees are permitted to sell services to government entities, prospective franchisees should seek explicit confirmation from City Wide. This inquiry should cover any specific requirements, restrictions, or procedures that may apply to serving government clients, ensuring full compliance with City Wide's policies and standards.
