According to City Publications' 2025 Franchise Disclosure Document, Minnesota franchises are governed by the Minnesota Franchise Law, specifically Minn. Stat. §80C.22, and the rules and regulations promulgated by Minnesota Rule 2860.4400, et. seq. This information is part of an amendment to the franchise agreement that addresses how the agreement interacts with Minnesota law.
The amendment clarifies that City Publications will comply with the Minnesota Franchise Law, including providing franchisees with 90 days' notice of non-renewal (with 60 days to cure) and 180 days' notice of termination, except in certain specified cases. Sections 24E and 24F are also deleted in their entirety. Finally, Minn. Stat. §80C.21 and Minn. Rule 2860.4400J state that the agreement cannot abrogate or reduce any of the franchisee's rights as provided for in Minnesota Statutes, Chapter 80C, or the franchisee's rights to any procedure.
