What This Means (2025 FDD)

According to City Publications's 2025 Franchise Disclosure Document, a franchisee must generate one 50,000 circulation card pack in the first mailing zone within the territory for the first nine months of operation. After the first calendar year of the franchise term, the franchisee must complete a minimum of four mailings in each mailing zone granted to them. Failure to meet this requirement results in a $2,500 penalty for each zone and mailing that is not completed.

Beginning in the fourth year, the minimum mailing requirement increases to five 50,000 circulation card packs in each zone. If a franchisee fails to meet the mailing requirements and does not pay the $2,500 fee to correct the breach, City Publications has the right to terminate the Franchise Agreement.

This minimum mailing requirement is a critical aspect of the City Publications franchise agreement. Prospective franchisees should carefully consider their ability to meet these requirements, as failure to do so can result in significant financial penalties or even termination of the agreement. It is important to understand the scope of the mailing zones, the costs associated with generating and distributing the card packs, and the potential revenue that can be generated from advertising sales.
