ITEM 19. FINANCIAL PERFORMANCE REPRESENTATIONS

The FTC Franchise Rule permits a franchisor to provide information about the actual or potential financial performance of its franchised and/or franchisor-owned outlets, if there is a reasonable basis for the information, and if the information is included in the disclosure document. Financial performance information that differs from that included in Item 19 may be given only if: (1) a franchisor provides the actual records of an existing outlet you are considering buying; or (2) a franchisor supplements the information provided in this Item 19, for example, by providing information about possible performance at a particular location or under particular circumstances.

What This Means (2025 FDD)

According to City Publications' 2025 Franchise Disclosure Document, City Publications does not make any representations about a franchisee's future financial performance, nor does it make representations about the past financial performance of company-owned or franchised outlets. City Publications also does not authorize its employees or representatives to make such representations, either orally or in writing. This means that prospective franchisees will not receive any earnings claims or projections from City Publications regarding potential revenue, income, or profits.

However, if a prospective franchisee is purchasing an existing City Publications outlet, City Publications may provide the actual records of that outlet. This allows the potential franchisee to review the financial history of that specific location.

The FDD advises that if a prospective franchisee receives any other financial performance information or projections of future income, they should report it to City Publications' President, Richard Houden, as well as the Federal Trade Commission and appropriate state regulatory agencies. This is to ensure that franchisees are not misled by unauthorized claims and can verify any financial information they receive.
