Starting in 2025 we are also offering a print advertising franchise model in which the product is a booklet of advertisements, rather than a deck of loose individual card advertisements. We expect to offer it both to current City Publication franchisees as well as those not then a part of our franchise system. For an existing City Publications franchisee, there would not be any additional franchise fee or additional franchise agreement, and you would be able to offer the booklet product anywhere within your territory. For a new franchisee, you would pay an initial franchise fee of $29,000 and sign a franchise agreement. We are offering this new product in part to reach smaller towns and territorie

What This Means (2025 FDD)

According to City Publications' 2025 Franchise Disclosure Document, the franchise fee can vary. The standard initial franchise fee for a new franchisee is $29,000. However, for existing City Publications franchisees adding a print advertising booklet to their offerings, there is no additional franchise fee. This new product is offered partly to reach smaller towns and territories.

The franchise agreement grants the franchisee an exclusive territory consisting of approximately 100,000 homes, defined by zip codes and based on the most recent U.S. Census data. Franchisees must confine their distribution of card packs to their exclusive territory but can solicit advertisements outside their territory if directed to consumers within it. Solicitation of advertising from businesses with operations in multiple franchise territories is reserved for City Publications.

Item 5 of the FDD further clarifies that the franchise fee includes access to proprietary materials, an initial supply of sales materials, a designated website linked to City Publications' website, and exclusive rights to distribute card decks and other approved products within the assigned territory. The initial franchise fee is non-refundable. Other initial investment items are paid to third-party vendors, whose refund policies apply.

Prospective franchisees should confirm with City Publications whether the franchise fee varies based on specific territory characteristics, such as population density or market value, beyond the distinction between new franchisees and existing franchisees adding the booklet product. Understanding the factors that influence the franchise fee is crucial for accurate financial planning.
