What This Means (2025 FDD)
Based on the 2025 City Publications Franchise Disclosure Document, there are no explicit requirements that a franchisee must satisfy before opening their franchised business. The FDD does state that the franchisee is not required to obtain City Publications' approval of any site, or to obtain a store front or commercial space, for the operation of the Franchised Business. However, if the franchisee establishes a commercial business location, any lease for the location must contain a provision entitling City Publications, or its nominee, to assume such lease upon the franchisee's default of said lease.
While the FDD does not state any pre-opening obligations, it does state that for the state of Maryland, based on City Publications' financial condition, the Maryland Securities Commissioner has required a financial assurance. Therefore, all initial fees and payments owed by franchisees in Maryland shall be deferred until City Publications completes their pre-opening obligations under the franchise agreement.
To fully understand the conditions that must be met before opening a City Publications franchise, a prospective franchisee should carefully review the franchise agreement and discuss pre-opening requirements with the franchisor. This will ensure clarity on all obligations and steps necessary before commencing business operations.
