What This Means (2025 FDD)

According to Cicis's 2025 Franchise Disclosure Document, the System Standards may regulate staffing levels for the Restaurant. While Cicis retains the right to establish and modify these standards, the franchisee maintains sole responsibility for the day-to-day management and operation of the restaurant, including the implementation and maintenance of these standards.

Specifically, the System Standards can dictate staffing levels and employee qualifications, dress, and appearance. However, the franchisee has the autonomy over employee selection and promotion, hours worked, rates of pay and other benefits, work assigned, and working conditions. This means Cicis can set guidelines for the number of staff required during certain hours or the qualifications they must possess, but the franchisee decides who to hire, how much to pay them, and their schedules.

This arrangement balances Cicis's need for brand consistency with the franchisee's need for operational flexibility. A prospective franchisee should understand that while they have control over their employees' terms of employment, they must adhere to Cicis's standards regarding staffing levels and employee presentation. This could impact labor costs and hiring practices, as franchisees need to budget for potentially higher staffing requirements and ensure employees meet the brand's standards.
