(6) To maintain a competent, conscientious, trained staff and to take such steps as are necessary to ensure that your employees preserve good customer relations and comply with such dress code as we may prescribe.
(7) To open and maintain the buffet at the Cicis Buffet Restaurants in operation at all times we specify in the Manuals or otherwise in writing.
(8) To have on duty at your Restaurant during all hours of operation a Manager, certified by us as having satisfactorily completed our initial training program as described above.

According to Cicis's 2025 Franchise Disclosure Document, Cicis itself is not required to maintain a specific staff to manage and operate the System. However, franchisees must maintain a competent, conscientious, and trained staff. Franchisees are responsible for the day-to-day management and operation of their restaurants, including implementing and maintaining System Standards. Cicis may establish and modify these System Standards, which can regulate staffing levels and employee qualifications.
Cicis also requires franchisees to have a Manager on duty during all hours of operation who has been certified as having satisfactorily completed Cicis's initial training program. The FDD emphasizes the importance of franchisees ensuring their employees preserve good customer relations and comply with any dress code that Cicis prescribes.
Furthermore, Cicis mandates that General Managers and Assistant Managers complete the initial training program to Cicis's satisfaction no later than 15 days before the Opening Date. Cicis has the sole discretion to determine whether these candidates have satisfactorily completed the training. If a candidate does not complete the training satisfactorily, the franchisee must take corrective measures within 30 days. These requirements ensure that franchisees maintain a trained and qualified staff to uphold Cicis's standards and operational requirements.
