Is Cd One Price Cleaners obligated to inspect the Store's site during its development?

We may, but have no obligation to, periodically inspect the Store's site during its development. (Franchise Agreement – Section 3.2)
You must use the architect we specify to design the Store and our designated general contractor to oversee the Store's development.
You also must submit to us for our approval all construction and remodeling plans and specifications before beginning build-out for your Store and all revised or "as built" plans and specifications as they are prepared during construction and development.
Our review is limited to ensuring your compliance with our design requirements and Operating Standards.
Our review is not designed to assess compliance with federal, state, or local laws and regulations, including the ADA, as compliance with these laws is your responsibility.
Accept a site for the Store that meets our requirements.
In determining whether to accept a site you propose, we typically consider factors like demographics; traffic count; parking; ingress and egress; character of neighborhood; competition from, proximity to, and nature of other businesses; size; appearance; and other physical and commercial characteristics.
It is your responsibility to prepare all required construction and remodeling plans and specifications to suit the Store and to make sure that they comply with the Americans with Disabilities Act (the "ADA") and similar rules governing public accommodations for persons with disabilities, other applicable ordinances, building codes, permit requirements, and lease requirements and restrictions.

What This Means (2025 FDD)
According to Cd One Price Cleaners's 2025 Franchise Disclosure Document, Cd One Price Cleaners may, but has no obligation to, periodically inspect the store's site during its development. However, Cd One Price Cleaners's review is limited to ensuring compliance with their design requirements and operating standards and is not designed to assess compliance with federal, state, or local laws and regulations, including the Americans with Disabilities Act (ADA). Compliance with these laws is the franchisee's responsibility.
Before opening a Cd One Price Cleaners store, the franchisee must have a site that meets Cd One Price Cleaners's requirements. Cd One Price Cleaners typically considers factors like demographics, traffic count, parking, ingress and egress, character of neighborhood, competition, size, appearance, and other physical and commercial characteristics. Cd One Price Cleaners will typically accept or reject a location within 15 days after receiving the complete site report and other requested materials.
The franchisee must use the architect that Cd One Price Cleaners specifies to design the store and their designated general contractor to oversee the store's development. The franchisee must submit all construction and remodeling plans and specifications to Cd One Price Cleaners for approval before beginning build-out and all revised plans as they are prepared during construction and development.
