After our initial review of your Architectural Plans at no cost and our review of one revised set of Architectural Plans that incorporate our required changes at no cost, we may charge a fee of $2,500 for each set of drawings we review that include any other modifications from the plans that we have previously accepted. What This Means (2025 FDD)

According to Carvel's 2025 Franchise Disclosure Document, franchisees must furnish Carvel with all requested documents related to the construction of their franchise. Before implementing any changes to the Architectural Plans, franchisees must obtain Carvel's written approval. Carvel must have access to the franchised business location while work is in progress and upon completion.

Carvel may require franchisees to provide periodic photographs showing construction progress from commencement until Carvel issues consent to open the franchised business. Carvel may also conduct on-site inspections of the site. The first on-site inspection is free, but subsequent inspections may incur a fee of $2,500.
