Burger King will grant a franchise on their current form of Franchise Agreement once all conditions to opening a restaurant under the Development Agreement are met. These conditions are detailed in Articles IV and V of the Development Agreement, which a prospective franchisee should carefully review.
Prior to site approval, franchisees typically sign a Target Reservation Agreement (TRA) or Multiple Target Reservation Agreement (MTRA) to identify areas for potential restaurant development. Franchisees must then obtain Burger King's approval for a specific site by submitting a Site Approval Package, which includes information on demographic characteristics, traffic patterns, proximity to existing restaurants (including Burger King locations), and the size and condition of the proposed premises. The franchisee must also provide evidence of their ability to control the property, such as a letter of intent or option. Burger King does not select the site for the Restaurant.

The initial fee for this training is $7,500 for the first person and $3,000 for each additional person. The franchisee is responsible for all costs related to the training program, including travel, living expenses, wages, and insurance. Franchisees must also obtain a copy of the MOD Manual, which includes information about the equipment, signs, fixtures, inventory, and supplies needed to open the Restaurant and a list of approved suppliers.
