In either case, your Restaurant must be staffed at all times with a sufficient number of trained employees including at least one restaurant manager who has successfully completed our training program as described in Item 11 to ensure that our operational standards are met and who is responsible for the direct, on-premises supervision of the Restaurant. If you only own one BURGER KING Restaurant, the Restaurant Manager must also be the Operating Partner or Managing Owner (as applicable).

What This Means (2025 FDD)
According to Burger King's 2025 Franchise Disclosure Document, each Burger King restaurant must, at all times, have a sufficient number of trained employees to meet operational standards. This staffing must include at least one restaurant manager who has successfully completed Burger King's training program. This manager is responsible for the direct, on-premises supervision of the restaurant.
For individual/owner-operator franchisees, one of the named franchisees must agree to participate personally in the direct operation of the franchised business as an Operating Partner. This Operating Partner must live near the restaurant and devote full time and best efforts to the day-to-day operation, without operational or management commitment in other businesses (except other Burger King Restaurants). The Operating Partner must also retain a minimum of 50% equity ownership in the business, including profits.
For entity franchisees, a Managing Owner must be designated and approved by Burger King. This Managing Owner must have the authority to bind the franchisee in dealings with Burger King and must direct actions necessary for compliance with the MOD Manual, Franchise Agreement, and other agreements related to the restaurant. The Managing Owner must own at least 25% or more of the franchisee's equity interests and live near the restaurant. If the Managing Owner also manages other Burger King Restaurants, they must designate a restaurant manager for direct, on-premises supervision; otherwise, the Managing Owner must provide this supervision themselves. The Managing Owner cannot have operational or management commitments in other restaurant businesses. Franchisees signing a Corporate Addendum to the Entity form of Franchise Agreement that qualify as Contract Feeders may, subject to certain conditions, operate competing fast-food businesses.
