Franchisee will be solely responsible for all employment and personnel decisions involving its Personnel, including but not limited to the hiring, firing, discipline, supervision, direction, scheduling, and compensation of such additional managers and support personnel for the Makery.
Franchisee will cause all Personnel, while working in the Makery, to wear uniforms meeting the Standards as Franchisor may periodically designate.
Franchisee will ensure that each such Personnel receive the Initial Training and any additional training that Franchisor requires.
Franchisor will not be involved in, or responsible for, training, employment, compensation or any other personnel matters and decisions made by Franchisee, as further described in Section 13(d).

What This Means (2025 FDD)
According to the 2025 Buff City Soap FDD, the franchisee is responsible for the scheduling of personnel for the Makery. The FDD states that the franchisee is responsible for employment and personnel decisions including scheduling. The franchisee must hire, train, and supervise enough personnel to meet the obligations under the Franchise Agreement. This must be done in accordance with the standards or in writing by Buff City Soap.
Buff City Soap acknowledges that the purpose of establishing standards is not for them to exercise control over the day-to-day operations of the Makery. The franchisee must maintain a trained staff and take steps to ensure that the personnel preserve customer relations and comply with applicable law.
In general, franchisors set brand standards, but franchisees usually manage the day-to-day operations, including setting their own hours of operation. The Buff City Soap franchise agreement appears to follow this standard practice.
