What This Means (2025 FDD)
According to Budget's 2025 Franchise Disclosure Document, the Budget Rent A Car Administration Manual Subject Index includes a listing for "Accident, Group Voluntary Insurance" in section 04.28. Additionally, the index lists "Accident Procedures, On the Job" in section 04.16 and "Accident Report" in section 13.F-5. The manual also contains information on insurance requirements for licensees. Specifically, Paragraph 9.4 outlines the insurance that licensees must maintain, including minimum amounts and approved carriers, as determined by Budget.
Budget licensees are required to provide an annual certificate of insurance, naming Budget and its affiliates as additional insureds. The insurer must also waive any subrogation rights against Budget. Budget retains the right to increase insurance amounts or require different types of insurance based on factors such as inflation, liability standards, claims history, or other relevant circumstances. Budget may also receive administrative fees or commissions for endorsing certain insurance carriers or programs related to supplemental liability insurance sold to rental customers.
The FDD also mentions section 9.5, Loss Damage Waiver, which requires licensees to offer customers the option to waive claims against them for collision or certain other damage to the rented vehicle, subject to conditions outlined in the Standards and the Standard Rental Agreement. Licensees can charge an additional fee for this waiver. These sections of the Budget manual provide franchisees with detailed guidance on insurance requirements, accident procedures, and risk management related to vehicle rentals.
