If Budget requests, is a Budget licensee required to make Improvements available free of charge?

According to Budget's 2025 Franchise Disclosure Document, if a licensee develops any improvements that could be useful to the Budget system, the licensee must make those improvements available to Budget and its related entities, successors, and assigns, as well as all system licensees and operators in the network throughout the world. This is required free of charge and for a perpetual duration, upon Budget's request. These improvements can include any idea, method of operation, formula, design, invention, marketing technique, or trademark.

This requirement means that any innovation a franchisee develops related to the Budget system essentially becomes the property of the entire franchise network. While the franchisee may have invested time and resources into developing the improvement, they are obligated to share it without compensation if Budget requests it.
