What This Means (2025 FDD)

According to Budget's 2025 Franchise Disclosure Document, when an Owning City determines that vehicles are eligible for turnback or wholesale, they are required to place the vehicles "On Turnback or Wholesale Status" in Wizard. As an alternative hold, the Owning City can use the appropriate fleet use code. The Owning City will then communicate with the Custodial City via email regarding the hold of Vehicles and preparation for return to the manufacturer or auction.

This process is important for Budget franchisees because it outlines the specific steps that must be taken when a vehicle is designated for turnback or wholesale. The Owning City has the responsibility of initiating the process and communicating with the Custodial City, while the Custodial City is responsible for ensuring that vehicles in this status are not rented and are returned to the appropriate location within the specified timeframe.

Failure to follow these procedures can result in penalties. For example, if a vehicle is not returned to the MRC/Auction within fourteen days or expedited at the Owning City's request due to manufacturer restrictions, the Custodial City may be charged $20 per day for each day the vehicle is overdue. Additionally, renting a vehicle that is in turnback status in Wizard can result in penalties of $200 to $500, depending on whether the rental leads to the vehicle's rejection from the manufacturer's repurchase program. Therefore, it is crucial for Budget franchisees to adhere to these guidelines to avoid potential financial repercussions.
