According to Budget's 2025 Franchise Disclosure Document, in the event of undocumented vehicle movements, the Owning City has options for determining the distance between the sending and receiving locations. Specifically, if a vehicle's location has changed but the mileage was not updated in the Wizard system, the Owning City can still bill for the missing miles.

To determine the distance for billing purposes, Budget provides two options. The Owning City can use Google Maps to calculate the distance between the sending and receiving locations. Alternatively, if the vehicle is equipped with a GPS tracking device, the data from that device can be used to determine the distance.

Once the distance is determined using either Google Maps or the GPS tracking device, the Custodial City will pay the Owning City Seventy-Five Cents ($.75) per mile for the undocumented movement. This ensures that the Owning City is compensated for the use of its vehicle, even if the mileage was not properly recorded in the Wizard system.
