Avis also agrees that, within sixty (60) days after it begins serving customers at any new Airport Facility, it will adopt such a policy statement for that facility.

Employees at the Detroit Airport shall receive copies of the Policy Statement within fifteen (15) days of the Effective Date of this Agreement. Employees at all other Airport Facilities shall receive copies of the appropriate policy statement on or before the date Avis is require to adopt it. Further, Avis shall remind all employees who have contact with the public of the policies and procedures set forth in the applicable policy statement on an annual basis for the five years following the latter of (i) the Effective Date of this Agreement, or (ii) the date the Airport Facility was acquired. Avis shall incorporate the new policies and procedures into all appropriate training manuals and programs for employees.

- All prospective renters, upon request, shall be advised of Avis' policies and procedures as set forth in the Policy Statement. A copy of the applicable policy statement shall be made available at each airport rental car service center to all prospective renters, upon request, for a period of one year following the latter of sixty (60) days after (i) the Effective Date-of this Agreement, or (ii) the date the Airport Facility was acquired.

- Avis shall notify all current licensees of the u.s. Avis Rent A Car system of the modification in policies and procedures described above, shall provide such licensees with a copy of the Policy Statement, and shall encourage current licensees to adopt such policies and procedures.

What This Means (2025 FDD)
According to Budget's 2025 Franchise Disclosure Document, Avis is required to take specific actions regarding new policies and procedures for employees who interact with the public. Avis must inform all employees who have contact with the public about the modifications to policies and procedures. This includes providing copies of the Policy Statement to these employees. For employees at the Detroit Airport, this must occur within 15 days of the agreement's effective date. For employees at other airport facilities, the policy statement must be provided on or before the date Avis is required to adopt it for that location.
Furthermore, Avis must remind these employees annually about the policies and procedures outlined in the applicable policy statement. This annual reminder is to be conducted for five years following either the effective date of the agreement or the date the airport facility was acquired, whichever is later. Avis is also obligated to incorporate these new policies and procedures into all relevant training manuals and programs for its employees.
In addition to informing and training employees, Avis must also make these policies accessible to prospective renters. Upon request, prospective renters must be advised of Avis' policies and procedures as detailed in the Policy Statement. A copy of the applicable policy statement must be available at each airport rental car service center for prospective renters who request it. This availability period extends for one year following 60 days after either the effective date of the agreement or the date the airport facility was acquired, whichever is later.
Finally, Avis is required to notify all current U.S. Avis Rent A Car system licensees about the modifications in policies and procedures. Avis must provide these licensees with a copy of the Policy Statement and encourage them to adopt these policies and procedures within their own operations. Avis must also require all new and renewing licensees to adopt the changes in rental policies and notice requirements related to vehicle rentals for persons with disabilities.
