In determining whether to approve the transfer, Budget shall consider each of the following:
The managerial ability and experience of the entire management team with specific attention being given to the proposed general manager of the Rental Business.
The experience, aptitude, attitude, character and reputation of the Transferee, its stockholders and/or partners and its management team, determined by Budget through personal interviews or otherwise.

What This Means (2025 FDD)
According to Budget's 2025 Franchise Disclosure Document, when a licensee seeks to transfer their Budget franchise, Budget assesses the managerial ability and experience of the proposed general manager of the Rental Business. Budget considers the managerial ability and experience of the entire management team, with specific attention given to the proposed general manager.
To facilitate this assessment, the transferring licensee must provide Budget with detailed information about the proposed transferee's management team. This includes the names, addresses, and phone numbers of all officers, directors, and operational management personnel related to the Rental Business. Additionally, Budget requires a comprehensive overview of the business experience of the transferee, its shareholders, members, partners, and its management team, with a particular emphasis on rent-a-car experience, for the past five years.
Budget also evaluates the experience, aptitude, attitude, character, and reputation of the transferee, its stockholders, partners, and management team. This evaluation may involve personal interviews or other methods determined by Budget. Furthermore, Budget reserves the right to periodically run criminal background checks and credit checks on any of the licensee's officers, directors, and managers, including at the time of renewal, to ensure compliance with their standards.
