What This Means (2025 FDD)
According to the 2025 FDD, Budget generally does not have an advertising council composed of franchisees that advises on advertising policies. However, there is an exception for franchisees operating under the 1955 Agreement. These franchisees subscribe to and contribute to a national advertising campaign managed by the Advertising and Policy Committee, which includes a majority of franchisee representatives elected by the 1955 Agreement franchisees, along with Budget's representatives.
New franchisees acquiring a license under the current franchise agreement will not be represented on this committee, cannot vote for franchisee members, and should not expect advertising produced by the committee to be used on their behalf. Budget retains sole discretion over its advertising, including creative concepts, materials, endorsements, and the placement and allocation of programs. Advertising may appear in any form of media and can be local, regional, or national in scope.
Budget is not obligated to spend any amount on advertising in a franchisee's area or territory, nor are they required to ensure that a franchisee will directly benefit from advertising and promotion expenditures. Budget may require franchisees to spend between $2,000 and $5,000 for grand opening promotions and may also require them to spend an amount equal to 2% of their Budget Franchise's Gross Revenues on local advertising annually. Franchisees are not required to participate in any local or regional advertising cooperative.
