What This Means (2025 FDD)
According to the 2025 FDD, the advance notice requirements for vehicles equipped with hand controls at Avis, which Budget licensees should follow, are indeed subject to the availability of a trained Avis mechanic or other qualified employee. Avis will generally require no more than 24 hours' notice at locations open until 11:00 p.m. seven days a week or with longer hours. For all other locations, Avis requires no more than 48 hours' notice.
However, at specific high-volume airport locations such as JFK, LGA, Newark, Boston Logan, and others, the notice period is reduced to eight hours, provided the request is received between 8:00 a.m. and 2:00 p.m., Monday through Friday. Despite these specific timeframes, the ability to fulfill these requests ultimately depends on whether a trained Avis mechanic or another qualified employee is available to install the hand controls.
For a prospective Budget franchisee, this means that while Budget aims to accommodate renters with disabilities by providing hand-controlled vehicles, the actual provision of these vehicles within the stated notice periods is contingent on staff availability. Franchisees need to be aware of this condition and ensure adequate training and staffing to meet potential demand, or communicate clearly with customers about possible delays if a trained employee is not immediately available. Budget also agrees to train an adequate number of mechanics or other employees in the proper installation of vehicle hand controls, and when no trained person is available at a particular location, Budget shall make appropriate alternative arrangements for the installation of hand controls at that location, and shall use its best efforts to satisfy the customer's request.
