What This Means (2025 FDD)
According to Brightstar Care's 2025 Franchise Disclosure Document, the State EVV Version Upgrade Fee is $500 per EVV version upgrade. Brightstar Care has the right to increase this fee up to a cap of $1,000. This fee is required by some states and covers the cost of integrating Brightstar Care's ABS with state aggregators or third parties selected by the state.
For a Brightstar Care franchisee, this means that if a state requires an Electronic Visit Verification (EVV) system, they may have to pay this fee when the state requires a version upgrade to the EVV system. The franchisee is responsible for notifying Brightstar Technology no less than 90 days before the state's implementation date or any subsequent EVV version upgrade dates.
If the franchisee fails to provide the required 90-day notice, Brightstar Technology may charge an additional $500 for each EVV version upgrade required by the state, potentially increasing the total fee to $1,000. The fee is deducted from the franchisee's bank account via EFT upon receipt of the invoice.
It is important for prospective Brightstar Care franchisees to understand their state's EVV requirements and to communicate promptly with Brightstar Technology to avoid late notice fees and ensure timely integration with the state's EVV system. Franchisees also have the option of using another state EVV provider approved by Brightstar Care, but they will still be required to pay Brightstar Care the $500 fee for each EVV version upgrade.
