200.2 In order for an individual to be appointed as a Best Western Governor, the individual shall:
- A. Be a Voting Member or owner;
- B. Have a minimum of three years hotel/motel industry experience;
- C. Have a minimum of two years Best Western experience;
- D. Be a participating member in industry related associations available in his/her area;
- E. Have attended his/her respective Best Western District Meeting or the Annual Convention each year for the past two years;
- F. Comply with the following items at all Best Western Properties where the Governor is a Voting Member or owner:

- Attainment of a Quality Assurance score at or above the previous year's North American average, averaged over the past three most recent assessments.

- Have a customer service complaint ratio below the previous year's North American average.

- Have a current Best Western account.

- Be current on Design standards.

- G. A CHA designation is highly recommended.

What This Means (2025 FDD)
According to Best Western's 2025 Franchise Disclosure Document, an individual needs a minimum of two years of Best Western experience to be appointed as a Best Western Governor. In addition to the Best Western experience, the individual must be a Voting Member or owner and have a minimum of three years of hotel/motel industry experience.
To qualify, candidates must also be active members of industry-related associations in their area and have attended their respective Best Western District Meeting or the Annual Convention for the past two years. Furthermore, at all Best Western properties where the Governor is a Voting Member or owner, they must maintain a Quality Assurance score at or above the previous year's North American average, have a customer service complaint ratio below the previous year's North American average, have a current Best Western account, and adhere to current design standards.
While not mandatory, a CHA (Certified Hotel Administrator) designation is highly recommended for those seeking a Best Western Governor appointment. The Board of Directors does, however, retain the right to waive any of these criteria in extenuating circumstances, providing flexibility in the selection process.
