What does the Belocal franchisee agree to comply with regarding Anti-Terrorism Laws?

It is Franchisee's sole responsibility to apprise itself of the existence and requirements of all such laws, rules, regulations, ordinances, and orders and to adhere to them at all times during the Term of this Agreement.
Without limiting the foregoing, Franchisee certifies that neither Franchisee nor any of Franchisee's Principals, Independent Staff, or anyone associated with Franchisee is listed in connection with any Anti-Terrorism Law (including, but not limited to, the Annex to Executive Order 13224 (The Annex is available at http://www.treasury.gov/resource-center/sanctions/Programs/Pages/Programs.aspx)), and Franchisee agrees not to hire or have any dealings with a person so listed.
Franchisee further certifies that Franchisee has no knowledge or information that, if generally known, would result in Franchisee, Franchisee's Principals, Independent Staff, or anyone associated with Franchisee being so listed.
Franchisee agrees to comply with and/or assist Franchisor to the fullest extent possible in Franchisor's efforts to comply with the Anti- Terrorism Laws and, in connection with such compliance, Franchisee represents and warrants that none of Franchisee's property or interests are subject to being "blocked" under any of the Anti-Terrorism Laws and that Franchisee and Franchisee's Principals and its Independent Staff are not otherwise in violation of any of the Anti-Terrorism Laws.
Franchisee is solely responsible for ascertaining which actions it must take to comply with all Anti-Terrorism Laws, and Franchisee specifically acknowledges and agrees that its indemnification responsibilities as provided in this Agreement pertain to its obligations under this Section 5.L.
Any misrepresentation by Franchisee under this Section 5.L. or any violation of the Anti-Terrorism Laws by Franchisee, its Principals, or Independent Staff shall constitute grounds for immediate termination of this Agreement and any other agreement Franchisee has entered into with Franchisor or any of its affiliates.

According to Belocal's 2025 Franchise Disclosure Document, the franchisee has several obligations regarding Anti-Terrorism Laws. Belocal franchisees must understand and adhere to all applicable laws, rules, regulations, ordinances, and orders throughout the term of the agreement. Franchisees must certify that neither they, their principals, independent staff, nor anyone associated with them is listed in connection with any Anti-Terrorism Law, including those listed in the Annex to Executive Order 13224. Franchisees also agree not to hire or deal with anyone on such lists.
Furthermore, Belocal franchisees must certify they have no knowledge that, if generally known, would result in them or their associated parties being listed under Anti-Terrorism Laws. They agree to comply with and assist Belocal in complying with these laws to the fullest extent possible. Franchisees represent and warrant that none of their property or interests are subject to being "blocked" under any Anti-Terrorism Laws and that they, their principals, and independent staff are not in violation of these laws.
The Belocal franchisee is solely responsible for determining the actions needed to comply with all Anti-Terrorism Laws and acknowledges that their indemnification responsibilities under the agreement extend to these obligations. Any misrepresentation or violation of Anti-Terrorism Laws by the franchisee, its principals, or independent staff constitutes grounds for immediate termination of the franchise agreement and any other agreements with Belocal or its affiliates. This places a significant compliance burden on the franchisee to ensure they and their associates are in full compliance with all relevant Anti-Terrorism Laws, with severe consequences for any breaches.
