- USER shall keep at its offices, for a period of seven years after their creation, all payroll and personnel records for its temporary personnel employees and all other books of account and business records customary for the industry, which shall be available for inspection by ATFC and its representatives during normal business hours.

What This Means (2025 FDD)
According to All Team's 2025 Franchise Disclosure Document, franchisees must provide ATFC with all necessary payroll information regarding their temporary employees. This includes, but is not limited to, Wages, rates, names of payees, Direct Payroll Costs, and billing information regarding the franchisee's customers. This information must be provided in the format required by ATFC.
All Team franchisees are required to submit timecards or related reporting to ATFC weekly, no later than noon on Wednesday, based on the prior week. These timecards will be matched with each invoice by the franchisee and saved electronically in a location designated by ATFC for future reference. Failure to provide invoices and timecards in a timely manner can result in a fine. The first violation incurs a $1,000 fine, the second a $2,500 fine, and the third and each subsequent violation results in a $5,000 fine.
All Team also requires franchisees to keep all payroll and personnel records for their temporary personnel employees for a period of seven years at their offices. The franchisee is also responsible for entering any garnishments into the software program before payroll is processed and for making the required payments to the proper authority as required in the withholding order.
