Is participation in All County's Reconciliation Assistance Program mandatory for franchisees?

The undersigned Franchisee hereby acknowledges and agrees that under the terms of the Franchise Agreement, All County Property Management Franchise Corp. ("All County") requires Franchisee to participate in All County's mandatory Reconciliation Assistance Program (the "Program"). The Program shall be administered by All County in compliance with All County's designated Operating Standards concerning the Program.
Franchisee acknowledges and agrees that during the Term of the Franchise Agreement, Franchisee must pay All County designated fees (each a "Reconciliation Assistance Program Fee") for Franchisee's participation in the Reconciliation Assistance Program.

What This Means (2025 FDD)
According to All County's 2025 Franchise Disclosure Document, participation in the Reconciliation Assistance Program is mandatory. Specifically, the document states that All County requires franchisees to participate in this program. Franchisees must pay designated fees for their participation throughout the term of the Franchise Agreement. This requirement is outlined in Appendix E of the Franchise Agreement.
This means that as an All County franchisee, you will be obligated to enroll in and pay for the Reconciliation Assistance Program. This program is administered by All County according to its operating standards. The fees associated with the program are in addition to other fees like royalties, and these Reconciliation Assistance Program Fees are payable following a specified Accounting Period and are due at the same time and in the same manner as the Royalty.
All County also has the right, but not the obligation, to enter any applicable data relating to the Franchised Business into any software or system specified by All County under the Operating Standards of the Program. All County will have full access to and administrator rights in any software or system specified by All County under the Operating Standards of the Program. All County may use any of the franchisee's data for any business purposes, in its sole business judgment, including but not limited to calculating Royalties, determining and analyzing the financial condition of the Franchised Business, and creating financial performance representations for the All County Franchise Disclosure Document.
Franchisees should be aware that All County may increase the Hourly Fee and Reconciliation Assistance Program Fees upon prior written notice. Additionally, All County may terminate the Reconciliation Assistance Program at any time, for any reason, in its sole business judgment, upon 30 days prior written notice to the franchisee. Franchisees are also required to indemnify All County from all losses and expenses incurred in connection with any action, suit, proceeding, claim, demand, investigation, or inquiry which arises out of or is based upon the Reconciliation Assistance Program.
