For an All County franchise, is the franchisee required to purchase or lease and install all required fixtures, furniture, equipment, furnishings, and signs?

of the proposed site indicates only that the proposed site satisfies the general guidelines and criteria for Locations that we have established.
- 8.6. General Release. In consideration of our acceptance of a proposed site, you and your Owners agree to release us, and our affiliates, officers, directors, employees and agents from any and all loss, damages and liability arising from or in connection with the selection and/or acceptance of such site for the development of an ALL COUNTY® business. Any general release required in the Franchise Agreement as a condition of renewal, sale, and/or assignment or transfer shall not apply to any liability under the Maryland Franchise Registration and Disclosure Law.
9. BUSINESS DEVELOPMENT.
You are responsible for developing the Business Location. We will furnish you with mandatory specifications and layouts for an ALL COUNTY® business, including requirements for dimensions, design, image, interior layout, decor, fixtures, equipment, signs, furnishings and color scheme and other suggestions.
9.1. Location Development. You agree, at your own expense, to do the following with respect to developing the Business at the Location:
- 9.1.1. Secure all financing required to develop and operate the Business;
- 9.1.2. Obtain all permits and licenses required to operate the Business;
- 9.1.3. Purchase or lease and install all required fixtures, furniture, equipment, furnishings and signs required for the Business;
9.3.4. Purchase an initial inventory of authorized and approved products, materials and supplies; and,
9.3.5. Ensure that the Business will be built and operated in compliance with all local, state and federal laws, ordinances, rules and regulations.

What This Means (2025 FDD)
According to All County's 2025 Franchise Disclosure Document, franchisees are indeed responsible for securing financing, obtaining permits and licenses, and purchasing or leasing and installing all required fixtures, furniture, equipment, furnishings, and signs needed for their business location. All County provides mandatory specifications and layouts for the business, including requirements for dimensions, design, image, interior layout, decor, and color scheme.
All County franchisees must use only those fixtures, furnishings, equipment, computer hardware and software, and signs that All County has approved as meeting their specifications and standards for quality, design, appearance, function, and performance. Franchisees must also place or display at the location (both interior and exterior) only such signs, emblems, lettering, logos, and display materials that All County approves.
Furthermore, franchisees are required to purchase or lease approved brands, types, or models of fixtures, furnishings, equipment, and signs only from suppliers that All County has designated or approved, which may include All County and/or its affiliates. This ensures uniformity and adherence to the brand's standards across all franchise locations. All County's Methods of Operation may regulate the types, models and brands of required fixtures, furnishings, equipment, signs, materials and supplies.
